Incentives

The information below provides details on valuable federal, state and utility company incentives for energy consumers who take measures towards reducing energy use. Many of these incentives are for the purchase and installation of energy-efficiency upgrades and equipment to homes and businesses.

Consumers who employ energy-efficient products in their homes or businesses enjoy multiple benefits. At home and work, these benefits include lower energy bills, increased indoor comfort, and reduced air pollution and waste. In addition to helping savvy consumers lower their energy bills at home, the energy-efficient products eligible for the new federal tax credits also lower the amount of federal income taxes you pay.

Be sure to check the Virginia Energy Sense Incentives page often for the latest information on these incentives, including eligibility, dates and most importantly, how to redeem your incentive. Many federal programs are currently being considered for extensions as initial deadlines have passed and resources were overwhelmed. Please note that incentives paid through credits on your annual federal tax filings will require using the Internal Revenue Service’s 2011 forms when available.

RENEWABLE ENERGY - FEDERAL

Renewable Energy Tax Credit

Federal, Internal Revenue Service

30% tax credit for qualified expenditures with no upper limit; however, the tax credit for fuel cells is limited to $500 per .5 kW of power capacity. The tax credit can be obtained in addition to the residential energy efficiency tax credit.

Qualified expenditures for systems placed within taxpayer’s residence, such as solar water heat, photovoltaics, wind, fuel cells, geothermal heat pumps, other solar electric technologies

Submit Form 5695 with your 2011 tax filings.

Current incentive will be available for equipment or systems placed into your service until December 31, 2016.

ENERGY EFFICIENCY – STATE

Sales Tax Exemption for Energy Efficient Appliances

State – Virginia Department of Taxation

Virginia allows a four-day sales tax exemption on Energy Star products of $2,500 or less per product, purchased for non-commercial home or personal use.

This incentive is available for dishwashers, clothes washers, air conditioners, ceiling fans, compact fluorescent light bulbs, dehumidifiers, programmable thermostats or refrigerators that meet federal Energy Star standards.

Purchase qualified products during the four day period from Virginia retailers. Sales tax on eligible products will instantly be excluded. Learn more here.

This four-day holiday begins on the Friday before the second Monday of October. The 2012 holiday will take place Friday, October 5, 2012, through Monday, October 8, 2012. The program runs through 2012.

Weatherization Assistance Program

State – Virginia Department of Housing and Community Development

The Weatherization Assistance program provides funds to reduce the heating and cooling costs for low-income families and to ensure their health and safety. It will provide improvements to home heating and cooling systems, and for the installation of energy-saving measures in the house.

The services are for low-income families, particularly for households that have elderly persons, individuals with disabilities, and families with children; however, there are some exceptions to the income rule. Households receiving cash payments under Titles IV and XVI of the Social Security Act are eligible.

A list of weatherization providers is available online. Once you have located the local provider, call them and let them know that you are interested in applying for assistance under the weatherization program.

Virginia Home Efficiency Rebate

State – Department of Mines, Minerals and Energy (DMME)

Homeowners will be eligible to reserve funds for rebates for 20% of the costs of qualifying energy conserving products and services, up to $595. Energy audits will be rebated for the cost of the audit, up to $250.

The rebate is available to Virginia homeowners only. Commercial facilities are not eligible under this program.

This program will close to new reservations on February 17, 2012. Details are available from DMME.

Geothermal Heat Pump Rebate

State – Department of Mines, Minerals and Energy (DMME)

Rebates can be redeemed for 20% of the documented costs of qualifying geothermal heat pumps, up to $2,000 per residential property address. Available to Virginia Homeowners only.

The program is currently available. Geothermal heat pump equipment purchased and installed on or after March 26, 2010 will be eligible for the rebate.

Home Energy Loss Prevention (HELP)
(City of Fredericksburg / Caroline County Residents)

State – George Washington Regional Commission (GWRC)

In-home visual energy assessment ($150 value); Selection of energy efficient equipment (up to $100); and other energy and cost-saving home repair benefits ($2,500-$6,000 value).

The program is primarily for Fredericksburg and Caroline County residents who make 50 to 120% of the area’s median income and own single-family or mobile homes built before 2001.

ENERGY EFFICIENCY – UTILITY

Dominion Virginia Power Smart Cooling Rewards for Smart Switch Installation

Utility

You will receive a $40 check for allowing Dominion to install a device known as a smart switch on or near the outside unit of your air conditioning system and for participating in the program. The $40 will be paid every year after the summer season.

Your home must have a working central air conditioning system, and your air conditioner or heat pump must be on or near the ground floor. At this time, participation is available in select areas.

To receive payment, a customer must be participating in the Program on September 30 of a given summer season. Payments will be mailed by November 30 for the participation in the preceding summer season season (June - September).

Dominion Virginia Power Free Home Energy Audit for Income-Qualified Customers

Utility

A free in-home energy audit and improvement program for income-qualified customers. You will also save money on your bill once recommended improvements are made.

Applicant must have a household income at or below 60% of the State Median Income.

Columbia Gas Energy Efficiency Rebate

Utility

Rebates for the purchase of energy efficiency appliances or equipment:
Energy Star Gas Storage Water Heater: $50
Energy State Gas Tankless Water Heater: $300
High Efficiency Gas Furnace: $300
High Efficiency Windows (Replacement): $1/sq ft
Attic and Floor Insulation (Replacement): $0.30/sq ft
Duct Insulation (Replacement): $200-$250/site

All efficiency measures must be new, must be purchased and installed prior to submitting a rebate application, and must have been purchased and installed on or after January 1, 2010.

Load Management Program for Electric Water Heaters and HVAC

Utility

Residential and non-residential customers who participate receive incentives such as free hot water heater and HVAC repairs or evaluations, monthly credits on electric bills, and/or rebates towards the purchase of an efficient hot water heater. Incentives vary by utility.

Thermostat Rebate for Charlottesville Gas Customers

Utility

A rebate up to $100 toward the purchase and/or installation of the programmable thermostat. You may choose to have your rebate amount credited to your utility account or mailed to you in the form of a check.

To qualify, you must be the homeowner or property owner, and be a City of Charlottesville gas customer in good standing, and who does not presently heat water with natural gas. and have purchased the thermostat after 4/1/2001.

Fill out and return the rebate form along withthe old thermostat to the Utility Billing Office at Charlottesville City Hall. Form available online, at the Utility Billing Office at City Hall or by calling (434) 970-3800 to request one by mail.
